Dead Have Lives[1][2] is a non-profit foundation to help spread a positive influence and make progress on normalizing ghosts living alongside humans as contributing members of society.

It was first founded by Sam Manson originally as a campaign to elect Mr. Lancer as the Casper High Principal, even though he's now a ghost. The organization gained so much attention that it became a global scandal for a while, but Sam decided to capitalize on the publicity to promote ghost positivity.
In Chapter 11: Shattered, Dead Have Lives is seen helping Sam move stuff out of Fenton Works so she can go on tour.
In Chapter 1: Alienated, we see Sam continue on her tour, traveling around the world hosting peace rallies.
